Job Description

Basic Function

This position provides fire protection engineering and loss control systems technical support to ensure performance and regulatory compliance with emergency response, internal LP/ER standards, and fire protection standards and procedures.

Roles & Responsibilities

The position acts as the internal subject matter expert relating to fire protection engineering and loss prevention and assists to ensure the facility achieves a high level of asset protection and emergency response.  Leads the review of projects as it relates to Loss Prevention & Emergency Preparedness.

 

Responsibilities include:

  • Technical support of firewater and loss prevention project engineering improvements.
  • Plan, organize and coordinate effective hazard control, industrial fire safety, and emergency management processes, and programs.
  • Maintain personal and staff knowledge and competency of Loss Prevention & Emergency Preparedness technical and regulatory requirements.
  • Assists in the development of facility wide emergency action, response plans and procedures.  Plans, develops, implements, and maintains programs, policies and procedures to ensure effective site emergency management.
  • Assists in researching regulations and defining compliance requirements to identify tasks and develop project plans to meet regulatory compliance for fire protection and emergency response.
  • Ensure site compliance with internal LP/ER standards (OES-008, OES-013, relevant LYB Engineering Standards) and related federal, state & local regulations.
  • Leads fire protection and safety engineering reviews of planned expansions and modifications of the facility.
  • Facilitates teams comprised of engineers, safety professionals and operations personnel to study existing loss prevention assets and processes to propose creative changes for improvement.
  • Provides engineering support for the designing of fire protection, loss control, and emergency equipment.
  • Provides innovative fire safety ideas and applies highly specialized acquired knowledge to other professionals to positively affect overall performance.
  • Provides regulatory interpretation and technical advice.  Prepares reports and recommends corrective action.  Conducts comprehensive, independent compliance assurance reviews of fire safety and emergency management programs.
  • Identifies process improvement needs, propose innovative solutions and turn them into well integrated and effective processes protecting site assets and minimizing business interruption.
  • Plan, develop, implement, and maintain programs, policies and procedures to ensure effective site emergency readiness.
  • Provide incident management and response guidance when needed.


Principal Accountability

  • Effectiveness and reliability of fixed and mobile fire suppression equipment, emergency notification and alarm systems, and plant EOC functionality
  • Site regulatory compliance of emergency preparedness measures with OSHA, DHS, EPA, Harris Co. Fire Marshall’s Office and sustained exemption from ESD taxing authority
  • Effectiveness of systems to protect personnel and reduce asset damage and business interruption.
  • Qualification, competency and performance of Loss Prevention and Emergency preparedness of staff, contractors, and plant personnel.
  • Timely and effective resolution of LP/ER action items from response/drill critiques, OE Audits, Aon Risk Surveys or relevant regulatory changes


Authority:

  • Serves as Subject Matter Expert (SME) for fire and loss prevention systems.
  • Provides oversight of Loss Prevention equipment ITM service contractors.
  • Facilitates teams comprised of engineers, safety professionals and operations personnel to study existing loss prevention assets and processes to propose creative changes for improvement.

Min. Qualifications

Education:
BS Degree in Fire Protection Engineering or Fire Protection Engineering Technology.  Other science or related engineering, engineering technology or applied science degrees with the appropriate work experience and certifications may be considered.

 

Work Experience:

  • A minimum of ten (10) to fifteen (15) years of industrial manufacturing experience, which must include:
  • Strong interpretive command of fire protection, emergency preparedness, process safety and environmental regulatory and industry consensus standards.
  • Proven knowledge and experience managing fixed firewater, firefighting foam, clean agent and tactical emergency mitigation systems and equipment.
  • Strong working knowledge of and experience with fire detection & alarm systems, firewater system design and impairment strategies.
  • 5-8 years overseeing loss prevention and emergency preparedness personnel, processes, projects, and equipment in a refining or petrochemical environment; including emergency response fleet readiness, maintenance and operator qualifications.
  • Comprehensive knowledge and extensive hands-on experience with industrial/petrochemical emergency response – including leading incident command, EOC operations and mutual aid coordination.
  • Proven ability to create loss prevention project initiation forms (PIF) and identify scope of work for the projects.

 

Licenses & Certifications:
1.    Ability to obtain and maintain a Transportation Worker Identification Card (TWIC) is required.
2.    Broad certifications in emergency leadership of firefighting, hazardous material, EMS and rescue response is preferred.
3.    Health & Safety, Fire Protection, and Emergency Management related to refining or petrochemical operations.
4.    Knowledge of fire and loss prevention regulatory compliance standards (NFPA).
5.    Knowledge of fire protection systems (fire water, fire alarm, etc.)
6.    Qualifications for incident management and large-scale drill leadership is preferred.

1.    Able to attain/maintain required qualifications, certifications, licenses.
2.    Ability to lead decisive, tactical decision-making for responders and management teams under stressful emergency conditions.
3.    Ability to understand and interpret P&IDs, hydraulic reports and fire pump performance curves.
4.    Selection of appropriate fire protection, emergency response and loss control systems to provide personnel and asset protection.
5.    Strong communications and interpersonal skills for leading teams and developing relationships with site personnel and agencies.
6.    Procedure and project development skills including implementation and sustainability.
7.    Maintaining compliance with federal, state and local regulations.
8.    Ability to develop, implement and conduct high level emergency management training programs, drills and exercises.
