Basic Function
The Process Safety and Security Manager is responsible for the management of process safety risk and site security at the Channelview site. Additionally, this role functions to ensure compliance with Operational Excellence across the site.
Roles & Responsibilities
Process Safety Responsibilities:
- Owns the plant procedures associated with process safety including PSI, MOC, PHA, Incident Investigation, etc.
- Ensures all PS incidents are properly categorized and investigations are conducted in timely and quality fashion. Serves as investigation process owner for process safety and reliability incidents.
- Ensures action items for audits, investigations, and other sources are closed in a timely fashion.
- Ensures PHAs are completed in a timely manner with appropriate quality.
- Ensures compliance with OSHA PSM and EPA RMP regulations.
- Ensures and tracks compliance with new Directives, Advisories and Alerts.
- Champions process safety knowledge sharing across the site
- Occasionally serves as a lead external OE auditor in other plants.
- Works with corporate process safety group on process safety issues.
- Ensures monthly report on process safety is issued and metrics are tracked each month.
- Fulfills the role as the Site Process Owner (SPO) for Process Safety.
Security responsibilities:
- Owns the plant procedures associated with security.
- Provide leadership, guidance, development and performance management to the security group to achieve compliance with regulatory and corporate standards.
- Must communicate, negotiate and resolve complex issues with regulatory agencies (Coast Guard) concerning security.
- Ensures adequate processes are in place to secure all plant access and to prevent theft at the site.
- Ensures all security incidents are properly categorized and investigations are conducted in timely and quality fashion.
- Participates on the Monthly Security Coordinators Conference Calls.
- Fulfills the role as the Site Process Owner (SPO) for Security.
Operational Excellence responsibilities:
- Coordinates site compliance with Corporate Excellence Models.
- Foster the continuous improvement in the sites OE Management Systems driven from audit findings, metrics and best practices.
- Ensures annual site OE self-assessment is conducted and coordinates Formal OE audits and other 3rd party audits at plant.
- Author annual OE verification letter for site manager approval.
- Drive OESEP program - develop annual LRP, drive into budget, track progress and expenditures Author annual OE verification letter for site manager approval.
- Ensures the plant achieves and maintains ACC Responsible Care certification.
- Fulfills the role as the Site Process Owner (SPO) for Operational Excellence.
Other responsibilities:
- Serve on Global Process Safety Network and industry trade groups with an interest in process safety (e.g., AFPM, AIChE CCPS, Mary Kay O’Connor Process Safety Center, etc.)
- Manages Formal OE Audits, Internal Self-assessment audits, Loss Prevention Audits or other 3rd Party audits as requested.
- The Process Safety and Security Manager may from time to time participate in Operational Excellence (OE) audits at other plant sites.
Min. Qualifications
- BS in Chemical Engineering or Safety Discipline or the equivalent of 10 years relevant field experience, plus a minimum of 8 years’ experience in progressively more responsible positions in petrochemical or refining process operations with a minimum of 2 years in a supervisory capacity is required.
- Requires demonstrated leadership ability and strong interpersonal skills.
- Needs a strong grasp of refinery or petrochemical operations
- Strong interpersonal and leadership skills are also highly desired
- Supervisory experience in a unionized environment is highly desirable.
- Ability to effectively communicate, both written and verbal
- Proficiency in Microsoft applications (Excel, Word, etc.)
