Job Description

Basic Function

Setting up and managing an efficient engineering and projects function, with critical C&LC in-house capabilities versus central LYB or contracted capabilities, for the development and implementation of improvement, debottleneck projects as well as organic growth projects. Lead a team of engineering and project specialists, size and composition of the team determined on agreed and projected scope managed. 1 to 5 specialist engineers, combination of own staff and contract staff depending on complexity and scope at hand. In liaison with production unit management analyse performance and develop improvement proposals in order to lower operational costs, increase safety, quality or increase capacity. In collaboration with BU management manage engineering and project execution of desired capacity expansion or improvement proposals. Develop overall 5 year rolling Long Range Plan for projects in line with the business unit and operational strategy. Prepare and execute project portfolio in line with 5 year LRP; safe, on-time and within budget and in compliance with internal (HSE) standards and applicable legislation and permits. Manage project development and execution in line with the 5-stage Gate PMP process. Able to run multiple new site developments as well as improvement projects for existing sites. Selection of and effective / efficient interfacing with and engineering partner for the different projects is an important aspect of this role.

Roles & Responsibilities

 

HSE

  • Be actively engaged in Safety and GoalZero culture as part of project development and execution. Lead by example and ensure discipline and compliance. 
  • Monitor and review implementation of Environmental, Health, Safety and Operational Excellence standards for the applicable projects to ensure compliance to internal standards, applicable legislation and permits.

 

 Engineering & Projects

  • Set-up an organization with suitable engineering capacity and capability for projects in line with the strategic needs of the BU. 
  • Manage capital projects portfolio budgeted above $100 MM/year within the C&LC operations organization.
  • Ensures project development and execution at competitive cost and schedule. 
  • Follow the staged process approach that manages investment costs through incremental project development to enable good business decisions at the end of each phase.
  • Utilizing Operational Excellence Standard (OES)-054 PMP process to the extend applicable (Documented system to manage projects and provide for 5 phases of project development and execution with approval at each phase gate).
  • Holds documented reviews prior to each phase gate to assess compliance with requirements in this standard.
  • Ensures the project does not proceed to next phase activities without fulfilling gate review requirements and in line with approved Capital funding. 
  • Schedule compliance
  • Co-ordinates & Manages project deliverables, safety, budget, risk, schedule and team performance.
  • Evaluates the scope and project plan of the assigned projects to ensures that the business/unit requirements are in line with the project objectives and deliverables.
  • Monitors execution and contracting strategies to effectively meet project objectives for the relevant (capital) project portfolio.
  • Interfaces strategically with project stake holders, senior management within business, corporate and manufacturing
  • Manages a flexible group of resources including project controls, discipline engineering, project leads, & construction execution. 
  • Seeks continuous improvement in project portfolio execution. 
  • Anticipate technological and engineering changes in the global marketplace and review opportunities to enhance operations in order to optimize productivity, business growth, and competitive advantages.
  • Develop 5 year rolling Long Range Plan for project investment in line with the business unit and operational strategy. 
  • Develop contracting strategy in collaboration with the central procurement and project function for execution and implementation of C&CL projects.
  • Alignment C&LC engineering and project management needs with the internal capacities and capabilities of LyondellBasell. 

 

GENERAL MANAGEMENT

  • Build and develop an organizational culture that has a bias for action, commitment to value-added services/processes, and a sense of accountability and leadership.
  • Ensure sufficient knowledge and experience to efficiently perform the engineering and project tasks within the responsibility. 
  • Attract & Maintain talented workforce and develop succession planning for the organization.
  • Responsible for management of the engineering and project organization budget and expenditure. 

Min. Qualifications

  • Minimum B.S. degree in Engineering or equivalent.
  • Minimum of 15-20 years’ in the refining, petrochemical, chemical or recycling process, industries is preferred with significant (Capital) project management experience.
  • Developing and implementation of engineering projects in brown field plants.
  • Familiar with Project management processes.
  • Experience in managing engineering contractors for development and execution of projects. 
  • Strong interpersonal leadership skills are critical due to the requirement for effective communication of complex issues across the organization as well as for mentoring and consensus building.

Preferred Qualifications

  • PMP certificate preferred (Prince2, IPMA).
  • Working experience in the (petro) chemical or recycling industry is preferred.
