About Billings Refinery

 

The Billings refinery is located in Lockwood, Montana – a suburb of Billings, the energy, health care and financing hub of Montana.  The Billings refinery is a key supplier of refined petroleum products to the Northern Plains states.  Completed in 1949, the Billings refinery employs about 320 people and has 80-100 contractors on site. The refinery has a capacity to process 60,000 barrels of crude oil a day, which amounts to about 400 million gallons of gasoline and 200 million gallons of diesel per year.

What role you will play in our team

 

The Process Safety Engineer provides support to the Refinery to help manage and reduce process safety risk and help ensure ongoing compliance with applicable regulations. This position provides process safety engineering support through interfaces with much of the Refinery including Operations, SSHE, Process Engineering, and Projects. This team will focus on maintaining safe, reliable, and compliant operations and delivery of performance targets. The Process Safety Engineer will maintain the refinery’s risk portfolio to help the site manage risk and prioritize risk mitigation activities. The Process Safety Engineer will lead Process Hazard Analysis (PHA) activities and review and advise on Management of Change (MOC) activities to ensure risks are appropriately characterized and acceptable mitigations are identified and maintained. The Process Safety Engineer is the main point of contact for other members of the team with respect to activities that relate to process safety engineering and program delivery for the area. 

What you will do

 

  • This role typically includes application of skills, knowledge, and experience to develop and deliver actions plans to manage emerging risks and actions identified as part of risk assessment processes eg, HAZOP, LOPA, MOC, Flare, Relief, Facility Siting and high consequence scenario management.
  • Assignments to individual Process Safety Engineers is based on capability and business need.
  • Support Operations with management of the Operating Envelops and Safety Instrumented Systems.
  • Support PHA Revalidation program delivery or leading these studies. Support HAZOP action Owners with developing and delivering action closure plans.
  • Support Incident Investigation for process safety related events, lead investigation teams as appropriate and as assigned.
  • Develop, own and manage verification and validation program for process safety engineering activities.
  • Point of contact for facility siting, consequence modelling, and high consequence scenario mitigation (and maintenance of critical safeguards). 
  • Utilize engineering skills, knowledge, and experience to recommend and select options to reduce risk.
  • The Process Safety Engineer role provides exposure to site leadership and excellent opportunity for development of technical and leadership competencies.

About you

 

We are looking for someone who has a strong process safety background and has the following qualifications:

 

Skills and Qualifications

  • Bachelor’s or Master's degree in chemical engineering or equal level by demonstrated industrial experience. 
  • 5+ years process (safety) engineering experience.
  • Strong communication skills written and verbal on all levels within the organization, knowledge of refining, process safety, persuasiveness, conceptual thinking skills and independent way of working. 
  • Well-versed with process modelling tools, such as Phast. 
  • Experience with HAZOP, LOPA, Bowtie risk assessment and related risk management activities.
